Overview of the AWS Service Health Dashboard

AWS publishes service health status across all data centers located in its various Regions. This is the first place you should consider investigating if a service appears to be non-responsive. AWS offers SLAs for its various service offerings and you can get a full list of these at https://aws.amazon.com/legal/service-level-agreements/.
