After installing Docker Toolbox on Windows you should run Docker Quickstart Terminal. It does everything that is needed, including creating and starting Docker Machine and providing the command line interface. If you type a Docker command without any parameters, you should now be able to see the full list of available Docker client commands with descriptions.
