Mastodon 2.5 is here, a social network often viewed as an alternative to Twitter. The 100th version of the social network has a variety of software improvements in UI, media and a bunch of fixes including security and performance fixes. UI changes in Mastodon 2.5 The web interface in Mastodon 2.5 has been redesigned for public areas. The design and color scheme is now more consistent when logged in to your account. A better use of space is made with a new profile layout with prominent follow buttons for new users. The public pages now display reply, favorite and boost buttons. The actions can open a remote interaction dialogue. You can interact with the dialogue from your home server and interact with the toot from your account. This is a simpler approach than the previous approach where users had to copy paste permalink to the server’s search bar. You can also choose to feature specific people you follow, on your profile. They can be displayed randomly or as a recommendation to your profile visitors. The count of replies to toots is now displayed enabling you to know if a question has been already answered or if a discussion is happening. Mastodon 2.5 now also accepts MOV video files from iOS, and other large video files. It also has better image resizing. Admin and deployment changes For admins who moderate Mastodon servers, a new dashboard is available providing an overview of important information like weekly sign-up and activity numbers. The e-mail notifications generated from reports have been cut down and report notifications can be disabled for your account now. Suspending users now has a confirmation screen where you can type the name of the account you want to suspend. The temporary lock-out is now reversible and works as an alternative to suspensions. For admins who run Mastodon servers, the database schema has been changed to reduce disk write operations and CPU load of PostgreSQL. For scaling, there is support for red-replicas baked into the software, you only need to change the configuration. There is also a new command-line interface for making it easy Terminal easy to use These were a select few updates. For a full list of changes, take a look at the changelog. Introducing Deon, a tool for data scientists to add an ethics checklist

Natasha Mathur
06 Sep 2018

Drivendata has come out with a new tool, named, Deon, which allows you to easily add an ethics checklist to your data science projects. Deon is aimed at pushing the conversation about ethics in data science, machine learning, and Artificial intelligence by providing actionable reminders to data scientists. According to the Deon team, “it's not up to data scientists alone to decide what the ethical course of action is. This has always been a responsibility of organizations that are part of civil society. This checklist is designed to provoke conversations around issues where data scientists have particular responsibility and perspective”. Deon comes with a default checklist, but you can also develop your own custom checklists by removing items and sections, or marking items as N/A depending on the needs of the project. There are also real-world examples linked with each item in the default checklist.   To be able to run Deon for your data science projects, you need to have Python 3 or greater. Let’s now discuss the two types of checklists, Default, and Custom, that comes with Deon. Default checklist The default checklist comprises of sections on Data Collection, Data Storage, Analysis, Modeling, and Deployment. Data Collection This checklist covers information on informed consent, Collection Bias, and Limit PII exposure. Informed consent includes a mechanism for gathering consent where users have clear understanding of what they are consenting to. Collection Bias checks on sources of bias introduced during data collection and survey design. Lastly, Limit PII exposure talks about ways that can help minimize the exposure of personally identifiable information (PII). Data Storage This checklist covers sections such as Data security, Right to be forgotten and Data retention plan. Data Security refers to a plan to protect and secure data. Right to be forgotten includes a mechanism by which an individual can have his/her personal information. Data Retention consists of a plan to delete the data if no longer needed. Analysis This section comprises information on Missing perspectives, Dataset bias, Honest representation, Privacy in analysis and Auditability. Missing perspectives address the blind spots in data analysis via engagement with relevant stakeholders. Dataset bias discusses examining the data for possible sources of bias and consists of steps to mitigate or address them. Honest representation checks if visualizations, summary statistics, and reports designed honestly represent the underlying data. Privacy in analysis ensures that the data with PII are not used or displayed unless necessary for the analysis. Auditability refers to the process of producing an analysis which is well documented and reproducible. Modeling This offers information on Proxy discrimination, Fairness across groups, Metric selection,  Explainability, and Communicate bias. Proxy discrimination talks about ensuring that the model does not rely on variables or proxies that are discriminatory. Fairness across groups is a section that cross-checks whether the model results have been tested for fairness with respect to different affected groups. Metric selection considers the effects of optimizing for defined metrics and other additional metrics. Explainability talks about explaining the model’s decision in understandable terms. Communicate bias makes sure that the shortcomings, limitations, and biases of the model have been properly communicated to relevant stakeholders. Deployment This covers topics such as Redress, Roll back, Concept drift, and Unintended use. Redress discusses with an organization a plan for response in case users get harmed by the results. Roll back talks about a way to turn off or roll back the model in production when required. Concept drift refers to changing relationships between input and output data in a problem over time. This part in a checklist reminds the user to test and monitor the concept drift. This is to ensure that the model remains fair over time. Unintended use prompts the user about the steps to be taken for identifying and preventing uses and abuse of the model. Custom checklists For your projects with particular concerns, it is recommended to create your own checklist.yml file. Custom checklists are required to follow the same schema as checklist.yml. Custom Checklists need to have a top-level title which is a string, and sections which are a list. Each section in the list must have a title, a section_id, and then a list of lines. Each line must include a line_id, a line_summary, and a line string which is the content. When changing the default checklist, it is necessary to keep in mind that Deon’s goal is to have checklist items that are actionable. This is why users are advised to avoid suggesting items that are vague (e.g., "do no harm") or extremely specific (e.g., "remove social security numbers from data"). For more information, be sure to check out the official Drivendata blog post. Since its launch Magic Leap has always been in the limelight for its unique AR experiences. To take it one step further, Magic Leap has announced a tie-up with motion capture actor Andy Serkis and his UK-based The Imaginarium Studios. Source: Twitter Andy Serkis and his Imaginarium Studios are best known for innovative motion capture and performance capture roles such as Gollum, King Kong, Caesar, Captain Haddock and Supreme Leader Snoke. Magic Leap and Serkis’ The Imaginarium plan to create additional content for the Magic Leap platform, and support third-party developers with its production resources, including the motion capture stage at its London studio. Matthew Brown, CEO of The Imaginarium Studios, quotes, “In using performance capture, we have the opportunity to authentically portray the intent of the actor. With Magic Leap’s technology, that performance is pulled off the screen and into the world of the viewer. This is storytelling as it should be: immersive, personal, and integrated into our world.” As the first product of this partnership, Andy has created a performance-captured character for the Magic Leap One Creator Edition mixed reality headset. This character named Grishneck, is the first Magic Leap character played by Serkis. Grishneck is described as a 3D Orc-like creature that interacts with the viewer when wearing the Magic Leap One Goggles in their controlled environment. In the story, Grishneck is a character who was rejected from a project because he wasn't scary enough. Andy has expressed enthusiasm for the potential of augmented reality. In an interview with The Hollywood Reporter, he said, “We now have a new way of experiencing story. What is thrilling is that with Magic Leap, the relationship of the performances to the real world can change hugely and they can be placed and manifested in countless ways.” Magic Leap’s executive creative director Andy Lanning confirmed that Imaginarium and Magic Leap have been in conversations for at least five years. Imaginarium is currently working on several Magic Leap projects. Magic Leap One, the first mixed reality headsets by Magic Leap, is now available at $2295. Magic Leap’s first augmented reality headset, powered by Nvidia Tegra X2, is coming this Summer. Understanding the hype behind Magic Leap’s New Augmented Reality Headsets.

Google Chrome's 10th birthday brings in a new Chrome 69

Savia Lobo

On 2nd September 2018 Google Chrome celebrated its 10th birthday. Google dressed up Chrome with a new look by launching Chrome 69. However, due to the long Labor Day weekend in the U.S. this year, it posted and updated about Chrome’s new look a few days later on 4th September 2018. With more than 1 billion active users, Google Chrome has become the most-used and the most-loved platform for normal users as well as web developers. With Chrome’s new version releases that take place every six weeks, developers can stay on top of everything available, as well as all the features that have been deprecated or removed. The release also includes powerful graphics, a more powerful Omnibox, an updated password manager, improvised autofill, and a lot of developer-specific and security improvements. What’s new in Chrome 69? A brand new UI for a seamless experience Chrome’s 69’s look can now be seen across all platforms (desktop, Android, and iOS). Users will see more rounded shapes, new icons, and a new color palette. For desktop, Google also changed the shape of its tabs making the web icons easily visible, thus resulting in an easier navigation across tabs. For mobile, Chrome 69 includes a number of changes for faster browsing. On iOS, the toolbar is moved to the bottom for an easy access. Across Chrome, Google has simplified the prompts, menus, and even the URLs in the user’s address bar. A lightning fast experience A lot of online activities such as booking travel tickets and appointments, shopping, and working through the to-do lists across multiple sites at once have been one of the features of Chrome. Following this, Google wants to make this experience a lot easier and safe in its new and updated Chrome 69. Now, Chrome can more accurately fill in user passwords, addresses, and credit card numbers, for an easy checkout through online forms. All this information is saved on user’s Google account, and can also be accessed directly from the Chrome toolbar. Staying secure on the web means using strong and unique passwords for every different site. When it’s time to create a new password, Chrome will now generate one for the user. No more using pet names or birth dates, that can easily be cracked. Chrome will save the password, and next time the user signs in, it’ll be there, on both the laptop and phone. Chrome 69 now with a smarter search bar The Omnibox, which is placed on top of chrome, combines both the search bar and address bar into one. In this new Chrome version, Google has made Omnibox much faster, and much smarter. The Omnibox will now show the answers directly in the address bar without having to open a new tab—from rich results on public figures or sporting events, to instant answers like the local weather via weather.com or a translation of a foreign word. The plus point of this Omnibox is if two dozen tabs open across three browser windows: Users can search for a website in the Omnibox and Chrome will tell if it’s already open and allows the user to jump straight to it with “Switch to tab.” Also, the users will also be able to search files from their Google Drive directly in their Omnibox too. A personalized Chrome for everyone! This new version can now be easily personalized as per user convenience. Users can now create and manage shortcuts to their favorite websites directly from the new tab page. All they have to do is, simply open a new tab and ‘Add shortcut’. They can also customize the background of a newly-opened tab with their favorite photograph. Other plans by Google, for Chrome Google has launched several other features for user privacy and safety including: an ad blocker to keep users safe from malicious and annoying ads. Moved the web to HTTPS to keep you secure online. Launched site isolation which provides deeper defense against many types of attacks including Spectre, and brought VR and AR browsing to Chrome. Google further plans to roll out a set of new experiments to improve Chrome’s startup time, latency, usage of memory, and usability. A new CSS features to improve performance tracking ability has been rolled out just for Chrome’s developer community. Here’s a short video explaining all the new features in the new Chrome 69. https://youtu.be/WF2IjH35w8o Chromebots: Increasing Accessibility for New Makers Google announces Chrome 67 packed with powerful APIs, password-free logins, PWA support, and more

California replaces cash bail with algorithms

Richard Gall
05 Sep 2018
2 min read
Last week, (August 28) California Governor Jerry Brown signed a bill that will see cash bail replaced by an algorithm. Set to take effect in October 2019, it will mean that if you're accused of a crime you won't simply be able to pay money as a form of collateral before your trial. Instead, you'll be 'graded' by an algorithm according to how likely you are to abscond or commit another crime. However, the algorithm won't make the final decision - the grade is rather a guide for a county official who will then decide whether to grant bail. In a statement, Brown said that Today, "California reforms its bail system so that rich and poor alike are treated fairly". However, there are plenty who disagree that that will be the case. Criticism of the legislation The move has been met with criticism from civil liberties groups and AI watchdogs. Although cash bail has long drawn criticism for making wealth the arbiter of someone's freedom, placing judicial decision making in the hands of algorithms could, these groups argue, similarly discriminate and entrench established injustice and social divisions. Rashida Richardson, policy director at AI think tank AI Now, speaking to Quartz, said that "a lot of these criminal justice algorithmic-based systems are relying on data collected through the criminal justice system." This means, Richardson explains, “you have data collection that’s flawed with a lot of the same biases as the criminal justice system.” Raj Jayadev, from Silicon Valley Debug also speaking to Quartz, said that the legislation will "lead to an increase in pretrial detention." The details have yet to be finalized, but it's believed that the bill's impact will be reviewed in 2023. The most crucial element for this project to work is transparency - whether law makers and law enforcement provide transparency on the algorithm and how its used will remain to be seen. Last week, Google announced that they have made some enhancements in the Wear OS design to provide users a quicker access to information and notifications, proactive help from Google Assistant, and smarter health coaching. Following are some of the improvements they have added to make the user experience better. Notifications on a single scrollable pane To check your notifications at once, you simply need to swipe up. A major improvement is, all notifications are displayed on a single scrollable pane as opposed to having them fill the entire screen one by one. If you receive a message and want to quickly reply to it, you can use a built-in smart reply. Shortcuts and handy features To view shortcuts and handy features you simply have to swipe down. The Quick Settings pane is slightly revamped with two buttons, one for finding your phone and another for Google Pay. Smart suggestions from your Google Assistant Users will now receive a proactive and personalized feed of information from Google Assistant. To view this feed you need to swipe right. Based on your plan, it will give you predictive information about your day. You can plan your day, get answers, and manage your tasks with the help of Google Assistant. To invoke Google Assistant, long press the power button or say “Hey Google”. Start and track your workout goals Recently Google released Google Fit with two new activity goals, namely, Heart Points and Move Minutes. These are based on the activity recommendations by American Heart Association and the World Health Organization, which are shown to have health benefits for your heart and mind. You can swipe left to start and track your workout goals. To stay motivated you can also download or stream your favourite music. The smartwatches are available in various brands such as, Fossil, Huawei, Emporio Armani, and Casio, leaving behind the old boring design. Google’s Senate testimony, “Combating disinformation campaigns requires efforts from across the industry.”

Fatema Patrawala

Ahead of today’s congressional hearing on social media companies’ efforts to thwart election meddling in advance of November’s midterm races, Alphabet Inc.’s Google posted a “testimony”. The Senate had invited Alphabet Inc. CEO Larry Page, and also extended the invitation to Google CEO, Sundar Pichai to testify in the hearing. However, both officials aren’t attending the hearing, and Google has planned to send its Chief legal officer Kent Walker, instead, to testify before the panel. The Senate Intelligence Committee has rejected Google’s Chief Legal Officer Kent Walker as a witness. The committee finds Walker as not placed high-level enough in the company to testify at Wednesday’s hearing. The panel expects to hear testimony from Twitter Inc. Chief Executive Jack Dorsey and Facebook Inc. Chief Operating Officer Sheryl Sandberg as well on Wednesday. Kent Walker says in his blog post, “I will be in Washington briefing Members of Congress on our work on this and other issues and answering any questions they have, and will be submitting this testimony.” Here are the key highlights of the testimony: Verification program: A verification program has been rolled out for anyone who wants to purchase a federal election ad on Google in the U.S. Google will require advertisers to provide government-issued identification information and other key information to confirm they are a U.S. citizen or lawful permanent resident or a U.S.-based organization, as per the law. In-ad disclosures: To help people better understand who is paying for an election ad Google has incorporated In-ad Disclosures. It means Google will be able to identify by name advertisers running election-related campaigns on Search, YouTube, Display and Video 360, and the Google Display Network. Transparency report: Google launched a “Political advertising on Google” Transparency Report for election ads, which will provide data about the entities buying election-related ads on the platforms, how much money is spent across states and congressional districts on such ads, and who the top advertisers are overall. The report will also show the keywords advertisers have spent the most money on ads of political importance during the current U.S. election cycle from May 31st, 2018 onwards. Searchable election Ad library: Finally, Google will offer a searchable election Ad Library within their public Transparency Report which will show things like which ads had the highest views, what the latest election ads running on our platform are, and deep dives into specific advertisers’ campaigns. The data shows the overall amount spent and number of ads run by each election advertiser, and whether the advertiser targeted its ad campaigns geographically or by age or gender. It will also show the approximate amount spent on each individual ad, the approximate impressions generated by each ad, and the dates each ad ran on the platform. In addition to the transparency efforts, Google has implemented a number of initiatives to improve the cybersecurity posture of candidates, campaigns, and the election infrastructure. In October 2017, they unveiled the Advanced Protection Program, which they claim, will provide the strongest account protection that Google offers. Second, in May 2018, Google’s Jigsaw project, dedicated to building technology to address significant security challenges, announced the availability of Project Shield to U.S. political organizations (e.g., candidates, campaigns, political action committees) registered with the 3 appropriate electoral authorities. Project Shield is a free service that will use Google technology to prevent distributed denial of service (DDoS) attacks that block access to content. Lastly Google continues to issue warnings to users when they are suspicious about the risk of state-sponsored efforts hijacking their accounts. But they also acknowledge that combating disinformation campaigns is next to impossible for any single company to shoulder. “We have deployed our most advanced technologies to increase security and fight manipulation, but we realize that no system is going to be 100% perfect. Our algorithms are designed to identify content that many people find relevant and useful. We are constantly looking to find signals that help us identify deceptive content, while promoting content that is authoritative, relevant, and current. We have made substantial progress in preventing and detecting abuse, and are seeing continued success in stopping bad actors attempting to game our systems. And as threats evolve, we will continue to adapt in order to understand and prevent new attempts to misuse our platforms. We certainly can’t do this important work alone. Combating disinformation campaigns requires efforts from across the industry. We’ll continue to work with other companies to better protect the collective digital ecosystem, and, even as we take our own steps, we are open to working with governments on legislation that promotes electoral transparency.” Kent concluded saying, “While the nature of our services and the way we run our advertising operations appears to have limited the amount of state-sponsored interference on our platforms, no system is perfect—and we are committed to taking continuing action to address the issue. Over the course of the last 18 months.” Facebook COO, Sandberg’s Senate testimony: On combating foreign influence, fake news, and upholding election integrity Twitter’s CEO, Jack Dorsey’s Senate Testimony: On Twitter algorithms, platform health, role in elections and more

In the US Senate select committee hearing Facebook COO, Sheryl Sandberg has put forward Facebook’s testimony to the US Senate select committee on Wednesday, 5th September 2018. Twitter and Google also have their side of testimonies to be offered in the hearing. Facebook has had a tumultuous couple of years centered around the misuse of its platform and abuse of its users’ data and privacy by advertisers, political entities and foreign bad actors.  The Cambridge Analytica scandal is just one example. Another is where Russians used Facebook to meddle with the 2016 US Presidential elections. Sheryl Sandberg in her testimony started with an apologizing statement, “We were too slow to spot this and too slow to act. That’s on us. This interference was completely unacceptable. It violated the values of our company and of the country we love.” She had also highlighted the efforts taken by Facebook to keep its community safe and the user services secure, which include: Using artificial intelligence to help find bad content and locate bad actors. Shutting down fake accounts and reducing the spread of false news. Set up new ad transparency policies, ad content restrictions, and documentation requirements for political ad buyers. Better anticipation of risks and working closely with law enforcement and its industry peers to share information and make progress together. Removed hundreds of Pages and accounts involved in coordinated inauthentic behavior— meaning they misled others about who they were and what they were doing. Sandberg further touched upon these highlights in detail and presented ways in which Facebook is looking forward to combat the issues. She said, “At its best, Facebook plays a positive role in our democratic process—and we know we have a responsibility to protect that process on our service. We’re investing for the long term because security is never a finished job. Our adversaries are determined, creative, and well-funded. But we are even more determined—and we will continue to fight back.” Facebook assesses past Russian attempts to influence elections Sheryl said that, before the election day in November 2016, Facebook committee detected and mitigated several threats from actors--such as the APT28 activity-- that had ties to Russia. They also recorded new behaviour such as the creation of fake IDs which were linked to a Facebook page named DCLeaks, which was later removed by them. Read more: DCLeaks and Guccifer 2.0: How hackers used social engineering to manipulate the 2016 U.S. elections Post the 2016 elections, Facebook found that the Internet Research Agency (IRA), a Russian entity located in St. Petersburg, Russia, had used coordinated networks of fake Pages and accounts to interfere in the election. Sheryl stated, “Around 470 fake Pages and accounts associated with the IRA spent approximately $100,000 on about 3,500 Facebook and Instagram ads between June 2015 and August 2017. Our analysis showed that these accounts used these ads to promote roughly 120 Facebook Pages that they had set up, which had posted more than 80,000 pieces of content between January 2015 and August 2017. We shut down the accounts and Pages we identified at the time that were still active. The Instagram accounts we deleted had posted about 120,000 pieces of content.” In April of this year, Facebook took down more than 270 additional Pages and accounts controlled by the IRA and it continues to monitor its service for abuse and share information with law enforcement and others in the industry about these threats. Facebook combats Foreign election interference AND also advances on Election Integrity Facebook has more than doubled the number of people working on safety and security and now have over 20,000 people. They review reports in over 50 languages, 24 hours a day. Use of better machine learning technology and artificial intelligence have also enabled highly proactive identification of abuses. Sheryl mentioned that Facebook focusses on removing Fake Accounts. She added, “One of the main ways we identify and stop foreign actors is by proactively detecting and removing fake accounts, since they’re the source of much of the interference we see.” Some important measures Facebook is taking are: Use of both automated and manual review to detect and deactivate fake accounts. These systems analyze distinctive account characteristics and prioritize signals that are more difficult for bad actors to disguise. It has blocked millions of attempts to register fake accounts every day. It has globally disabled 1.27 billion fake accounts from October 2017 to March 2018. By using technologies like machine learning, artificial intelligence, and computer vision, Facebook is proactively detecting more bad actors and take action more quickly. Read More: Four 2018 Facebook patents to battle fake news and improve news feed Tackling False News: Facebook has partnered with third-party fact-checking organizations to limit the spread of articles they rate as false, and it further disrupts the economic incentives for traffickers of misinformation. It has also invested in news literacy programs and work to inform people by providing more context on the stories it sees. Increasing Ad Transparency. Facebook has taken strong steps to prevent abuse and increase transparency in advertising. They ensure all politics and issue ads on Facebook and Instagram in the U.S. are clearly labeled with a “Paid for by” disclosure at the top of the ad so people can see who is paying for them. This is especially important when the Page name doesn’t match the name of the company or person funding the ad. Enforcing Compliance with Federal Law. Facebook’s compliance team maintains a Political Activities and Lobbying Policy that is available to all employees. This Policy is covered in its Code of Conduct training for all employees and includes guidelines to ensure compliance with the Federal Election Campaign Act. Suspicious Activity Reporting. Facebook has designed certain processes to identify inauthentic and suspicious activity. It also maintains a sanctions compliance program to screen advertisers, partners, vendors, and others using its payment products. Its payments subsidiaries file Suspicious Activity Reports on developers of certain apps and take other steps as appropriate, including denying such apps access to the facebook platform. Facebook defending against targeted hacking Sheryl Sandberg also highlighted how Facebook is strengthening its defenses against a broader set of threats. Some of the defenses include: Building AI systems to detect and stop attempts to send malicious content. Providing customizable security and privacy features, including two-factor authentication options and marketing to encourage people to adopt them. Sending notifications to individuals if they have been targeted by sophisticated attackers, with custom recommendations depending on the threat model. Sending proactive notifications to people who have not yet been targeted, but may be at risk based on the behavior of particular malicious actors. Deploying AI systems to monitor login patterns and detect the signs of a successful account takeover campaign. Facebook working with government entities, industry, and civil society Sheryl mentioned in her testimony, “We have worked successfully with the DOJ, the FBI, and other law enforcement agencies to address a wide variety of threats to our platform, and we are actively engaged with DHS and the FBI’s new Foreign Influence Task Force focused on election integrity.” Facebook has also partnered with cybersecurity firms such as FireEye, which informed it about a network of Pages and accounts originating from Iran that engaged in coordinated inauthentic behavior. Based on which, Facebook started an investigation and identified and removed additional accounts and Pages from the network. The FB security team regularly conducts internal reviews to monitor for state-sponsored threats that are not publicly disclosed, for security reasons. They monitor and assess thousands of account details, such as location information and connections to others on Facebook. Sheryl also added, “As part of official investigations, government officials sometimes request data about people who use Facebook. We have an easily accessible online portal and processes in place to handle these government requests, and we disclose account records in accordance with our terms of service and applicable law. We also have law enforcement response teams available around the clock to respond to emergency requests.” Facebook also participated in discussions with governments around the world at key events such as the Munich Security Conference and CyCon, which is organized by the NATO Cooperative Cyber Defense Centre of Excellence. Sheryl Sandberg concluded her testimony by saying that, the Facebook community is learning from what happened and is improving. She said, “When we find bad actors, we will block them. When we find content that violates our policies, we will take it down. And when our attackers use new techniques, we’ll share them to improve our collective defense. We are even more determined than our adversaries, and we will continue to fight back.” Here’s the link to Sheryl Sandberg’s complete testimony to the US Senate Committee. Microsoft Azure Cloud was experiencing problems that left users unable to access its cloud services. The outage has taken several Azure Cloud services offline for U.S. users since yesterday. The reason for the outage was stated as “severe weather”. A cooling system is vital for data centers nowadays with thousands of servers that generate heat, aligned closely. If the cooling systems do not work, then the servers will simply overheat, damaging the machines. Therefore, on cooling failure, procedures are set in place to shutdown the servers when the temperature rises above a certain level. It is important to prevent machines from getting damaged and causing losses. The severe weather conditions in Texas may be coming from Gordon, a cat 1 tropical storm that was near the Texas coast at the time of the outage. The outage affected many of Azure cloud services for its South Central US data center including App service, backup, cloud services, Office 365, and others. You can find an update on the Azure status page. The outage affected developers who use Microsoft's Visual Studio Team Services. They have been unable to access their accounts. The Microsoft developer Blog states: “Users located in South Central US will be unable to access their account until the underlying issue is resolved.” Microsoft stated on their Azure status page: “A severe weather event, including lightning strikes, occurred near one of the South Central US datacenters. This resulted in a power voltage increase that impacted cooling systems. Automated datacenter procedures to ensure data and hardware integrity went into effect and critical hardware entered a structured power down process.” As of now, services are partially recovered. The latest update at the time of writing on Microsoft’s blog says: “Mitigation efforts continue, as we work on getting the Azure resources in South Central US online. For more details about the issue please refer Azure Status Dashboard : https://status.azure.com” You can visit the Azure page for status updates. Twitter’s CEO, Jack Dorsey’s Senate Testimony: On Twitter algorithms, platform health, role in elections and more

Last week, on Monday, The House Energy and Commerce Committee announced that Twitter CEO Jack Dorsey will testify before the committee regarding Twitter algorithms and content monitoring. The hearing is scheduled to take place on the afternoon of Wednesday, September 5, 2018. It is Wednesday, and Jack Dorsey has released a Testimony ahead of appearing before the committee today. Mid August, Jack Dorsey announced plans to rethink how Twitter works to combat fake news and data scandals. In July, Twitter deleted 70 million fake accounts in an attempt to curb fake news and improve Twitter algorithms. It has been constantly suspending fake accounts which are inauthentic, spammy or created via malicious automated bots. In his testimony, Dorsey has pushed back critics who have accused Twitter of censoring political content and not acting quickly enough to take down hateful expression. “Twitter does not use political ideology to make any decisions, whether related to ranking content on our service or how we enforce our rules.” His testimony provided information on four important factors that E&C sought answers for. Improving Twitter’s health Twitter algorithms Twitter’s work on Russian meddling of the 2016 elections Information on recent malicious activity Twitter saw on the platform. Twitter Healthcare Regarding Twitter’s health, Dorsey asserted that the platform has developed a more “comprehensive framework” to encourage healthy debate, conversations, and critical thinking. Earlier this year, Twitter began collaborating with the non-profit research center Cortico and the MIT Media Lab on exploring how to measure aspects of the health of the public sphere. They also requested outside experts for their proposed health metrics for Twitter. Following which the social platform is partnering with the University of Oxford and Leiden University and other academic institutions to better measure the health of Twitter, focusing on “informational echo chambers and unhealthy discourse on Twitter”. Twitter Algorithms In 2016, Twitter introduced a Home Timeline new ranking feature to show people the Tweets they might find most interesting first. Twitter also has a notification timeline that enables people to see who has liked, retweeted and replied to their Tweets, as well as who mentioned or followed them. Twitter algorithms also promote “Safe Search”. Per this mode, potentially sensitive content is excluded from search results, such as spam, adult content, and the accounts an individual has muted or blocked. Individual accounts may also mark their own posts as sensitive. Twitter also uses behavioral signals to determine how Tweets are organized. When a Tweet is identified as potentially detracting from a healthy conversation, it will only be available to view if you click on “Show more replies” or choose to see everything in your search setting. Using behavior signals, Twitter has had a 4 percent drop in abuse reports from search and 8 percent fewer abuse reports from conversations. In preparation for the hearing, Twitter data scientists analyzed Tweets sent by all members of the House and Senate that have Twitter accounts for a 30 day period spanning July 23, 2018 until August 13, 2018. They observed that there is no statistically significant difference between the number of times a Tweet by a Democrat is viewed versus a Tweet by a Republican. Their performance is the same because the Twitter platform itself does not take sides. Twitter’s work on Russian meddling of the 2016 elections After the meddling of Russian interference in US presidential elections in 2016, Twitter conducted a comprehensive platform activity. They identified 50,258 automated accounts that were Russian-linked and Tweeting election-related content. They also conducted an analysis of accounts that promoted election-related Tweets on the platform throughout 2016 in the form of paid ads.  The two most active accounts were affiliated with Russia Today (“RT”), which Twitter subsequently barred from advertising. Per Dorsey’s testimony “Twitter’s main focus is on promoting healthy public discourse through protection of the democratic process. We must continue to work together with our elected officials, government partners, industry peers, outside experts, and other stakeholders so that the American people and the global community can understand the full context in which these threats arise.” Recent Malicious activity Twitter saw on its platform Twitter has suspended a total of 3,843 malicious accounts affiliated with the Russian Internet Research Agency. “As an example of Twitter’s ongoing efforts, Twitter identified 18 accounts in March 2018, believed to be linked to the Internet Research Agency uncovered by our ongoing additional reviews.” They have also suspended 770 accounts for violating Twitter policies in Iran. These accounts were in violation of  Twitter’s platform manipulation policies and were engaged in coordinated activity intended to propagate messages artificially across accounts. Dorsey says, “Twitter has been in close contact with our industry peers about the malicious accounts located within Iran—we have received detailed information from them that has assisted us in our investigation, and we have shared our own details and work with other companies.” Dorsey ends his testimony saying that increased transparency is critical to promoting healthy public conversation on Twitter and earning trust. “We remain vigilant about identifying and eliminating abuse on the platform perpetrated by hostile foreign actors, and we will continue to invest in resources and leverage our technological capabilities to do so,” he wrote. You can read Dorsey’s entire testimony here. Facebook, Twitter takes down hundreds of fake accounts with ties to Russia and Iran, suspected to influence the US midterm elections. Ethereum Constantinople hard fork to move Ethereum from PoW (proof-of-work) to PoS (proof-of-stake) model

The Ethereum development team streamed a live meeting recently. In it, they talked about a hard fork on the Ethereum blockchain. A hard fork is a drastic change in the platform’s protocol. This hard fork named ‘Constantinople’ is a step to get closer to moving Ethereum from a proof-of-work (PoW) to a proof-of-stake model (PoS). The meeting happened on 31st August and did not involve Ethereum founder Vitalik Buterin. Proof-of-stake models will affect mineable coins. This is known as a “difficulty bomb” which the dev team decided to delay for another year. Till then ETH will still be mineable as usual including ASIC cards. The difficulty bomb will act as a deterrent for miners who choose to continue using PoW, after Ethereum shifts to PoS with speculations signaling early next year. After the implementation, mining will stay but the rewards will be less. The hard fork will reduce the block ETH value from 3 to 1, a reduction of 33%. This is in line with a PoS model where mining is not used to maintain the cryptographic integrity of the ledger. YouTube commentators viewed the move as a way to reduce block rewards and push ETH’s market price. Also on Twitter, some see it as a move to drive up the ETH price. There is no announced date for Constantinople to take effect, but there is another meeting scheduled in two weeks, in which more information should be made available. The ETH price is depressed as miners have to sell it to cover mining costs. As of now, Ethereum trades for about $284, a drop from $411 which was the price in early August. There are Ethereum Improvement Proposals (EIP) made that include proposals to reduce rewards, bitwise shifting instructions in EVM, simpler blockhash refactoring and others. You can read about the EIPs on GitHub. For more details, you can view the streamed YouTube video. Plan S promotes open science, to break Journal Paywalls, make open access publishing the norm for scientists

Melisha Dsouza

Eleven  National Research funding organizations from France, United Kingdom, Netherlands and eight other European nations have launched  cOAlition S plan on 4th september 2018. This plan that could possibly transform the face of science publishing by 2020, has instantly provoked protest from publishers. The initiative spearheaded by Robert-Jan Smits, mandates that, from 2020, the scientists that these 11 organizations fund must make resulting papers free to read immediately on publication. Smiths was inspired from the open-access policy of the Bill & Melinda Gates Foundation, which also demands immediate open-access publishing. Unconventional Demands of Plan S “No science should be locked behind paywalls!” a preamble document that accompanies the pledge According to an analysis conducted in December 2017, only around 15% of journals publish work immediately as open access. More than one-third of journals publish papers behind a paywall. This means free-to-read versions will be released online only after at least six months of its publishing. Also, less than half of these journals have adopted a ‘hybrid’ model of publishing, whereby they make papers immediately free to read (for a fee if a scientist wishes), but keep most studies behind paywalls. Plan S, however, changes the publishing game as scientists wouldn’t be allowed to publish in these hybrid journals, except during a very short transition period. Another striking clause of the Plan restricts researchers from publishing in 85% of journals, including influential titles like Nature and Science. The papers published under the agencies that have adhered to the plan would have a liberal publishing licence. This will allow anyone to download, translate or otherwise reuse the work. According to Marc Schiltz, president of Science Europe, which officially launched the policy, Paywalls hinder the scientific enterprise itself and are an obstacle to the uptake of research results by the public The one thing that the plan doesn’t cover, and which is a topic that has stemmed out of the concerns of this release is this - how will scientists in poorer nations be able to afford to publish open-access work? This is one of the many thoughts that has led to a surge of sentiments from a number of research funding agencies around the globe. Mixed Sentiments for Plan S National research agencies in some of Europe’s leading scientific nations, such as Switzerland, Sweden and Germany, have not yet signed the plan. Peter Strohschneider, president of Germany’s national research council, the DFG, says his council hasn’t signed because of the mandate the plan exercises on recipients of public funding to specific forms of open access. He is also apprehensive about the fact that publishing in open-access journals could increase costs of publishing. Along the same lines, the American Association for the Advancement of Science (AAAS), a non-profit organization that publishes the journal Science, asserts that Plan S “will not support high-quality peer-review, research publication and dissemination”. And would “be a disservice to researchers” and “would also be unsustainable for the Science family of journals”. John-Arne Rottingen, the head of Norway’s research council believes that this plan could result in the end of scientific publishing’s dominant subscription business model. While many research agencies did not receive this plan well, there were many optimistic replies among the 11 agencies that have signed the plan. David Sweeney, who chairs Research England, believes that the plan is to set certain scientific principles and is not a statement about [publishing] models. For Stan Gielen, president of the Netherlands Organisation for Scientific Research (NWO), Plan S is part of a bigger transition towards open science and a re-evaluation of how we measure science and the quality of scientists. What's in store for scientific Publishers and the general Public? The intention of Plan S is to break the barriers and help the wider public gain insights to scientific research for free. However, the journals that are financed by charging per-article fees to authors or their funders or negotiating general open-publishing contracts with funders, will see a decline in their income. It may also lead to a decline in journal subscriptions. All-in-all, with these situations, the sun isn’t shining bright on the open source journal funding agencies.
